In summary, after installing KB963027 update on a 64-bit Vista machine, it broke all ability to browse the Internet. Even installing another browser would not work. As soon as you uninstall the KB963027, everything works again.
Other symptoms included MagicJack not being able to receive calls.
Sure enough, Uncle Mark figured out the problem.
Solution
It turns out Norton had been previously installed and then uninstalled from the computer. Even though Norton had been uninstalled, it was not completely gone.
We had to use the Norton Removal Tool to get rid of it completely. After that, the KB963027 update could be installed without an issue.
- Uninstall the KB963027 update
- Remove Norton using the Norton Removal Tool
- Reinstall the KB963027 update
